IHSS Provider Online Enrollment and Orientation

Online Provider Enrollment

Using your home computer, smartphone, or tablet, you can complete all of the required enrollment forms, watch the required orientation videos, and schedule your quick, in-person appointment to provide your ID and Social Security cards to be uploaded into the computer system! This new, streamlined process allows Care Providers to complete the enrollment and orientation more quickly and in fewer steps!

State laws require that all IHSS providers go through an enrollment process and pass a background check before they are eligible to be paid by the IHSS program. To enroll as an IHSS care provider, you must complete these steps.

 

Step 1: Begin the Online Enrollment Process

  1. Create your unique user profile & complete your online Orientation through the Provider Enrollment Application. This includes watching the mandatory Orientation videos.
  2.  Complete and sign the required enrollment documents online:
    1. SOC 846 Provider Enrollment Agreement
    2. SOC 426 Provider Enrollment Form
  3. Schedule and attend at your convenience, an In-Person Appointment at our Clovis Campus

 

Step 2: Attend your Scheduled In-Person Appointment at Social Services

  1. Attend your scheduled in-Person Appointment
  2. Present a valid, unexpired Government issued ID & Social Security Card
  3. Sign the IHSS 0050 Provider Responsibility Checklist
  4. Receive an application for a Department of Justice (DOJ) Criminal Background Check (Live Scan form), and additional informational notices 

Important!

  • Names on ID & Social Security Card must match exactly. If you cannot provide current ID & Social Security Card, or names do not match, your appointment will be rescheduled.
  • Care Providers who are under the age of 18 must have their legal guardian present at their In-Person Appointments and will need to submit a work permit signed by their school before they can become hired.

Step 4: Complete and Pass your Background Check

  1. Take the Request for Live Scan Service form to an approved location to submit your fingerprints within the next 90 days to complete a Department of Justice (DOJ) Background Check. Ensure that you contact the agency to confirm availability & pricing. Please keep in mind that the cost of fingerprinting is the Care Provider's responsibility.
  2. Keep one (1) copy of the Live Scan form and your receipt for your own records.
  3. Mail one (1) copy of the Live Scan form to our office:

Step 5: Receive your Welcome Packet

  • Once you have completed all the enrollment requirements within the 90-day time frame, we have received passing results from the DOJ and you are determined to be an eligible IHSS Care Provider, you will receive a ‘Welcome Packet’ via USPS mail.
  • Along with your Provider number, this packet will contain instructions how you may become hired via the IHSS Provider Hiring Agreement(PDF, 176KB)  (SOC 426A Recipient Designation of Provider). 

Step 6: Register for the Electronic Services Portal (ESP) or Telephone Timesheet System (TTS)

To be able to complete timesheets and paid for your services, you must be registered in either the Electronic Timesheet Service (ETS) on the ESP or Telephone Timesheet System

Step 7: Become Hired by a Recipient of IHSS Services

Your recipient (or their Authorized Representative)  will complete the IHSS Provider Hiring Agreement(PDF, 176KB)  which includes the SOC 426A Recipient Designation of Provider. The IHSS Provider Hiring Agreement may be obtained by downloading it or by calling the IHSS Provider & Recipient Call Center (PARCC) at (559) 600-6666 option 4.

Step 8: Receive your Newly Hired Packet

  • Once you are hired by an IHSS Recipient, you will be linked to the IHSS Recipient's case & you will receive a letter via USPS letting you know that you've officially been hired! You will also receive the following:

More Information Regarding Tier 1 & Tier 2 Exclusionary Crimes

Under state law, if you have been convicted of or incarcerated following a conviction for certain exclusionary crimes within the past 10 years, you are not eligible to be enrolled as a provider or to receive payment from the IHSS program for providing supportive services except as specified.  There are two categories of exclusionary crimes.

If you have been found ineligible to be an IHSS provider on the basis of a conviction(s) for a Tier 2 crime, but otherwise meet all of the provider enrollment requirements, you may be permitted to provide services to a specific IHSS recipient(s) if that IHSS recipient(s) chooses to hire you in spite of your criminal conviction(s) and submits a request to the County/Public Authority/Non-Profit Consortium for an individual waiver.
