As of Spring 2020, all Fresno County IHSS Recipients & their Care Providers are required to submit & approve their timesheets either online via the Electronic Services Portal (ESP), or by phone via the Telephone Timesheet System (TTS).

New! Electronic Services Portal (ESP)
IHSS Care Providers and IHSS Recipients can now access the California Department of Social Services' Electronic Services Portal to get real-time timesheet and payment status information? Using the Electronic Services Portal (ESP) reduces the wait time between mailing a timesheet at the end of a pay period and when the check is delivered.
And, by registering on the ESP, you will be able to:
• View your timesheet and payment statuses
• Enter and submit timesheets
• No longer mail paper timesheets
• Request additional timesheets
• Enroll in direct deposit
• Claim sick leave
The new website is accessible by smartphone, tablet, laptop or computer. All you need is internet access and your own personal email address.

IHSS Care Providers offer assistance to eligible aged, blind and disabled individuals to live safely and independently in comfort of their own homes. The IHSS provider is chosen by the client, and works in the client's home to do those tasks the client cannot do for themselves.
Our IHSS Care Provider Registry maintains a database of Care Providers that have been screened and trained by the Public Authority. The Provider Registry helps link IHSS recipients to providers. When an IHSS recipient asks for help to find a provider, the Public Authority matches providers in the Registry to the recipient's physical location, authorized tasks and work schedule. Since the recipient is the employer, the recipient will interview providers and make a decision on who they will hire. Recipients can also fire a provider at will.

Report IHSS Fraud
In-Home Supportive Services fraud is an intentional attempt by some providers, and in some cases beneficiaries, to receive unauthorized payments or benefits from the program. This fraud can take many forms, but the most common involves providers knowingly billing for services not performed, or providers billing for the care of more beneficiaries than they can actually serve.
If you observe or have knowledge of suspicious In-Home Supportive Services (IHSS) activity, call the DHCS IHSS Fraud Hotline telephone number, 1-800-822-6222, to report it. The call is free and you can remain anonymous. You can also send an e-mail to IBREF@dhcs.ca.gov. The recorded message may be heard in English and ten (10) other languages including Spanish, Vietnamese, Cantonese, Armenian, Hmong, Cambodian, Laotian, Farsi, Korean, and Russian.
