Sheet E10.15 – low Voltage Details – This Plan sheet does not include any details. Please advise. (Ref#18230)

Remove E10.15 from the drawing set.

We have evaluated the schedule per section 005213, and 166 C/D is an unrealistic time frame. The project schedule should be more like 250-270 calendar days. This schedule is based on input from metal building manufacturers on how long it takes to design, permit, manufacture and erect. (Ref#18239)

We will not adjust the schedule at this time. See Addendum 01.

Soltek would like to enquire if The County has an anticipated NTP for Contract 20-S-02 Animal Control Center. (Ref#18328)

It is anticipated that an NTP will be issued on or before 8/31/2020.

The current specifications appear to be missing or have partial information about the items listed. Please confirm if these will be provided in forthcoming addenda... (Ref#18333)

These revisions will be addressed in Addendum 02.

Insurance requirements on this project are requesting $5 mil per occurrence and $10 mil aggregate, when industry standard is $1 mil per per occurrence and $ 2 mil aggregate. Can you confirm if the requested amount is accurate? (Ref#18713)

The insurance requirements as written are accurate.

In regards to project schedule, we concur with the statement made on RFI Ref#18239. The project is providing 166 CD for three Pre-engineered metal buildings. The allotted time will only be enough for design, engineering, submittals and procurement of the buildings. The remainder of the project including all interior buildout will be over the duration. We feel the allotted time frame of 166 CD is not achievable, the duration should be near 275 CD. (Ref#18714)

The large animal enclosures will be provided and installed by County.  Details and specifications regarding the large animal enclosures will not be provided at this time.

Spec Section 31 20 00 pg 2 - Can you provide the Geotechnical Engineering Investigation Report as mentioned in above referenced specification section? (Ref#18720)

The Geotechnical report is published on the project website under Supplemental Information.

Drawing No. 1-A2.2; 2-A2.2; 3-A2.2 Legend keynote 21 reads, "provide allowance in bid for vapor alkalinity control system for floors receiving floor coverings." Will this allowance be provided by the owner? (Ref#18721)

No allowance is necessary. Include the price of sealant as shown in drawings in the bid cost. See Addendum 03

Can you please confirm Metallic Building as acceptable manufacture? Please see attached Metallic specifications. (Ref #18749)

Upon review, Metallic Building looks to be an acceptable manufacture so long as the manufacture can comply with frame spans, slope, clearances and dimensions shown on the Drawings.  Locations of columns, portal column locations, and rod bracing shall be placed only where shown on the drawings.  Refer to Specification Section 133419 Metal Building Systems, Part 1 – General.

Sheet L1.1 notes chain link fence at north property line. Sheet A1.1 notes existing wrought iron fence in same location. Which is correct? (Ref #18897)

See Sheet L1.1 Layout Plan (Addendum 3), refer to fence on west side of property, "Chain Link Fence" note has been changed to "Wrought Iron Fence and Gate, S.A.P, typ." Also notes on west side of property line are no longer cut off.

Drawing No. 2-A2.2, 2-A7.1/4 Finish schedule calls for men's and women's shower and toilet area to receive WG2. A7.1/4 calls out 09.213 ceramic tile. Please advise. (Ref #18899)

Drawing No. 2-A9.1 Door jamb type Z:s is shown to be 3'4" wide. Schedule calls for 1-8 x 3-0. (Ref #18902)

The opening size is 1'-8" x 3'-0" as the door schedule indicates. The door needs a 3" overlap on the top, bottom and sides per detail A6,D6 andH6 on sheet A10.23

Drawing No. 3-S2.1, 3-S2.2 Note 15 is pointing to center footings. No note 15 in foundation reference notes. Please advise. (Ref #18903)

The County will be responsible for SWPPP and the enforcement of the SWPPP requirements. At this time, we do not have any additional information regarding SWPPP requirements.

Specification No. 00 72 00 pg 47- Insurance Req Are we allowed to use our umbrella total limit of $8,000,000 to meet both the General Liability & Auto Liability Requirement? (Ref #18906)

Yes, an umbrella policy could be used to meet the coverage limits.

Specification No. 015000-14 General requirements call for a 4'x8' project sign. What information will be required to be put on the sign? (Ref #18907)

Please omit the project sign.  See Addendum 04.

Specification No. 01500-7 Note D- "Electric Power Service: Contractor may tap into site electrical service at the existing Building 2 main electrical room. Contractor must install power meter for monitoring construction power." Plans do not indicate existing building 2. Please advise. (Ref #18908)

Can we get a copy of PG&E rule 16? (Ref #18912)

PG&E will provide power to the transformer. Please bid work as shown in plans. Rule 16 will be provided during construction.

Drawing No. c1.1,c1.2 c1.1 calls for 3" pvc through sidewalk at multiple locations. C2.2 calls for 3x5 steel tubing at at least one of these locations. Please advise. (Ref #18916)

No specs. for voice/data requirements were found (wire type, # wires per drop). No specs on security needs were found (camera or key-less entry). Please advise. (Ref #18917)

County and/or County Vendors will provide Voice/Data systems.  Contractor shall coordinate with County Facility Services prior to and during installation.

Drawing No. E1.1 Keynote 7 refers to AT&T drawings. Can we have a copy of these? (Ref #18919)

Bid shall include AT&T conduits to the street. Final AT&T drawings will be provided during construction.

I noticed on the Bid Express website under the subcontractor information to fill out, some of the required fields on the site do not match the paper bid forms. The website asks for the email of the subcontractor and the paper form does not? Also the paper form says, "amount of bid or percentage of total cost" the website lists both items to be filled out. Please advise? (Ref #18946)

The Bid Express solicitation has been corrected to show "Amount of Bid" OR "Percentage of Total Cost." See Addendum #2 correcting the paper bid forms to ask for the email address of the subcontractor.

May we use the attached subcontractor listing? It is merely impossible to fill out dollar amount and/or percentage of subcontractor's bids at bid time. Please advise. (Ref #18956)

After the bid opening, Section 004336 Subcontractor List may be submitted via email as a pdf to DesignServicesfresnocountyca.gov.

I do not see anywhere on the drawings that call out or show fire extinguishers and or cabinets? Typically each building will require a certain amount of extinguishers per code, can you please provide specifications and locations? (Ref #18961)

The fire extinguishers are shown on the 3 buildings with the abbreviation FE and as defined on the G0.1 Cover Sheet under abbreviations. The call out for detail A10/A10.71 has been added to all locations on sheets 1-A2.1, 2-A2.1, and 3-A2.1. Refer to Detail A10/A10.71 add the Manuf. and Model number. See Addendum 04.

Drawing No. E1.1/E2.2 Specification No. 283100 Does the Fire Sprinkler Monitor System require deferred approval? (Ref #18966)

The fire sprinkler monitor system requires deferred approval by the installing contractor.

Drawing No. A9.1 Plans call for a "storefront louver." There is no spec for this item. Kindly requesting a spec on the material and finish, and whether to be custom made? (Ref #18984)

Drawing No. E10.11Specification No. 260500 Per Spec Section 260500 2.01.I, we are to use "MC Cable for branch circuits with EMT Home Runs". Per the engineer’s plans and the electrical symbol list on E10.11, branch circuit is drawn as being in ¾"min. conduit. Please confirm that MC cable is acceptable for all branch circuitry. (Ref #19026)

The specifications call for a threaded galvanized rigid steel conduit system installed throughout, except where noted otherwise. The 3/4" min. in the symbols applies to any raceway inside a building. MC cable may only be used for local branch circuiting; e.g., from a box over an office to the outlets in that office. The homerun from the box in the example office back to the panel shall be EMT. For this project specifically, you will mostly have EMT in walls and attic spaces everywhere except where the final branch circuit connections spider out to outlets and light fixtures in MC cable. Any exposed conduit below 96" would be GRS. Underground runs would be 1" min. schedule 40 PVC, with steel ells and risers on the site. See Addendum 04.

Drawing No. 2-A9.1,H6/A10.23 All doors in frame type Z:s are called to be wood on finish schedule. Detail H6/A10.23 calls for insulated galvanized sheet metal. Please advise. (Ref #19029)

Drawing No. 1-A2.2 It calls out for WGx for all walls at restrooms and there is no WGx on the schedule. What is the finish for the restroom walls? (Ref #19042)

Drawing No. 1-A2.1 It refers to elevation 2 & 3 on 1-A9.1 at Dispatch room 12. There are no 2 & 3 elevations on 1-A9.1. Can you provide the correct elevations? (Ref #19043)

Specification No. General Conditions There is a requirement for Professional Liability Insurance, if the contractor is a licensed professional or employs professional staff, (i.e., architect or engineer). Will this type of insurance be required for the bidding General Contractor? Is an excess / umbrella policy acceptable to achieve the 5M occurrence and 10M aggregate and auto liability as required? (Ref #19151)

No, general contractors are not required to have Professional liability insurance. Yes, an umbrella policy could be used to meet the insurance limit requirements. 

Can our synthetic product be approved as an equal for what you have specified? (Ref #19172)

Did you know that the Polished concrete by Bomanite Vitraflor is a proprietary product for only the Heritage Bomanite company to do? They won’t even sell this product or let me buy this product. Per addendum 4 where they clarified a 2" insulated panel but there is still missing information in regards to a corrugated wall panel, see attached CBC steel attached profiles most commonly used. The detail per cut on sheet A10.11 calls for a concealed fastener but AWIP does not offer a corrugated panel as shown. Also, is the back sheeting of the parapets going to be finished with insulated panel or just single sking "R" panel? The insulated wall panels should extend to the top of the parapet without seams.
