The following list is comprised of paraphrased Requests for Clarification (RFC) submitted by potential bidders or sub-bidders in writing via email, letter, and the Request for Clarification Form (archived). 

These paraphrased questions and associated responses are not part of the contract documents and shall have no bearing whatsoever on the interpretation of the Standard Specifications, the Standard Plans, the Special Provisions, or the Plans. Nor shall they have any bearing whatsoever on the interpretation of other publications referenced therein.

Questions without answers may be posted here to indicate that we have received them before the deadline and we intend to respond.

Will the construction access to the site be through Windwood Lane? (RFC submitted 6/13/2023)

Yes, Windwood Lane, which contains the public utility easement is the access route. Site conditions may necessitate access through Silver Pine Lane. Contractor will be required to obtain written permission from two property owners for either access route. The County can help facilitate initial contact with the property owners Response date: 06/19/2023


Can the contact information for the tank supplier be provided? (RFC submitted 6/13/2023)

The County is reasonably certain the original tank supplier was Roy E. Hanson Manufacturer. Documentation of the original tank design is unavailable due to the age of the tank. The contractor may elect to use an alternate tank supplier that can meet the requirements as outlined in the specifications. Response date: 06/19/2023


Will the tank be drained prior to the start of the contract? (RFC submitted 6/13/2023)

No. The contractor is responsible for the draining of the tank. Response date: 06/19/2023


What should be done with the water that is drained from the tank? (RFC submitted 6/13/2023)

Water drained from the existing tank may be discharged onsite, in a manner that does not cause any erosion, nuisance ponding, damage to grade, soil or vegetation, or impact operational requirements. Response date: 06/19/2023


What should be done with drainage from the tank? (RFC submitted 6/13/2023)

Chlorinated water resulting from disinfection of the new tank, piping, valves and appurtenances must be dechlorinated per specifications and may be discharged onsite, in a manner that does not cause any erosion, nuisance ponding, damage to grade, soil or vegetation, or impact operational requirements. Traffic control will only be necessary for the gates and intersections that access the site? (RFC 2305-8 submitted 6/13/2023)

Yes. County anticipates some construction activity impacting traffic within the immediate neighborhood. Contractor shall generate a traffic plan outlining control methods as required. Contractor shall also send out advisory notices to affected residents Response date: 06/19/2023


What should happen if there is discharge from the tank once the new one is in place? Permits? (RFC submitted 6/13/2023)

Contractor shall make all efforts to prevent accidental discharges from the tank(s). Damage to the site, environment or operations, resulting from any uncontrolled discharge will be assessed by the County and directions for remediation will be given at that time and at the Contractors expense. Has the tank supplier been reached out to? (RFC submitted 6/13/2023)

Yes, but due to the age of the tank and lack of legible serial number, documentation was not available. Response date: 06/19/2023


What color does the tank have to be? (RFC submitted 6/13/2023)

Color of tank shall match existing equipment in the field, RAL 6009 or equivalent, per specifications. Response date: 06/19/2023


Are the distances from the multiple access points different? (RFC submitted 6/13/2023)

The distances from Silver Pine Lane and Windwood Lane are approximately the same. Contractor shall verify as needed. Response date: 06/19/2023


Can the vehicle path be trimmed to fit equipment being brought in? (RFC submitted 6/13/2023)

Yes, minimal landscaping of the path may be permitted based on permission from the property owners. Contractor shall provide the property owners with a written plan or map showing which points along the access route need to be trimmed. Complete removal of live vegetation is not allowed. Response date: 06/19/2023


Are we allowed to put locks at the gate for access? (RFC submitted 6/13/2023)

No. As the County needs to regularly access the site, locks may hinder the needs of operations. Close coordination between the Contractor and County Operator will be required to access the site. An Operator is generally available and nearby in the Shaver community. Response date: 06/19/2023
