As of January 1, 2019 the eHazMat portal is no longer supported by Fresno County CUPA and is set to read-only. All HMBP submittals and UST forms must be submitted to the state portal - CERS.

Notification to all Hazardous Waste Generators:
If your facility generates hazardous waste, be advised DTSC will be sending out the annual EPA ID # Verification Questionnaire (EVQ) via email during the month of October. DTSC will not send out paper notices. If you fail to complete this questionnaire on line, DTSC will INACTIVATE your EPA ID #. You will not be able to have your hazardous waste picked up for disposal until you have re-activated your EPA ID #.

The Certified Unified Program Agency (CUPA) is responsible for implementing a unified hazardous materials and hazardous waste management regulatory program. The agency provides oversight of the six state-mandated programs:
- Hazardous Materials Business Plan (HMBP)
- California Accidental Release Program (CalARP)
- Underground Storage Tank Program (UST)
- Aboveground Storage Tank Program (APSA)
- Hazardous Waste Generator Program
- Tiered Permitting Program
Compliance is achieved through routine inspections of all regulated facilities, and investigation of citizen based complaints and inquiries regarding improper handling and/or disposal of hazardous materials and/or hazardous wastes. Hazardous waste source reduction is a primary goal of the CUPA. Additionally, the agency provides oversight for the remediation of contaminated sites.
