Advanced Stage 2 Reopening Guidelines for Fresno County
This is a rapidly evolving situation and information is being updated as it becomes available.
California Closures for Counties on Monitoring List:
Effective July 13, 2020, ALL counties including Fresno must close indoor operations in the following sectors:
- Dine-in restaurants
- Wineries and tasting rooms
- Movie theaters
- Family entertainment centers (for example: bowling alleys, miniature golf, batting cages and arcades)
- Zoos and museums
These closures will remain in place for at least 3 weeks. Learn more and see what can be open in Fresno County.
Bars Required to Close:
On June 28, 2020, The California Department of Public Health announced the mandatory closure of bars for counties who have been on the County Monitoring List for more than 14 days including Fresno. See the list of counties CA Public Health recommends close bars at https://covid19.ca.gov.
Expanded Personal Care Services Reopening:
In preparation for the reopening of nail salons, massage therapy, electrology, esthetician, and cosmetology, all facilities must complete and submit the Personal Care Services Reopening Form and email the form to DPH@fresnocountyca.gov.
Family Entertainment Centers Reopening:
Body Art Facility Reopening:
In preparation for the reopening of body art facilities, all body art facilities must complete and submit the COVID-19 Body Art Facility Operating Procedures.
To submit a completed County of Fresno COVID-19 Body Art Operational Procedure Form email the form to EnvironmentalHealth@fresnocountyca.gov or submit via fax at (559) 455-4646.
Bars, Brewpubs and Wine and Beer Tasting Rooms:
Prior to re-opening your business to customers, you must complete the COVID-19 Bar, Winery, Brewpub Operating Procedures form and submit your document to the Environmental Health Division. You may email your completed document to EnvironmentalHealth@fresnocountyca.gov The document may also be faxed to (559) 455-4646.

Restaurants can resume modified dine-in service in accordance with the COVID-19 industry guidelines. Prior to re-opening your restaurant for dine-in service, you must complete the COVID-19 Restaurant Operating Procedures (Español) and submit your document to the Environmental Health Division.
Retail and Shopping Malls:
Retail stores and Shopping Malls are permitted to open for curbside and is now expanded to include in-store shopping and should follow California Department of Public Health and Centers for Disease Control and Prevention guidelines.
