New Flexible Spending Accounts Administrator - Navia Benefit Solutions

Effective January 1, 2018, Navia Benefit Solutions has assumed administration of the flexible spending accounts from ASIFlex. If you enrolled in a flexible spending account for the 2018 plan year and elected to receive a debit card, a new Navia card will be mailed to you. You may shred your previous cards from ASIFlex.

Register online at www.naviabenefits.com. You will need a 3-digit employer code: CYF.

Health & Dependent Day Care Accounts:

Health and Dependent Care programs allow participants to use pre-tax dollars to pay for qualified expenses incurred between January 1 and December 31 of the current plan year. In addition, the program allows a grace period for expenses incurred from January 1 through March 15 of the following year if you have monies remaining in your account.

Health Care Spending Accounts:

Allows participants to use these funds for health-related expenses not covered by your health insurance plans, such as medical or dental office visit co-payments and deductibles, etc. The annual contribution limit is $2,650.

  • How to enroll: Submit your enrollment form to Human Resources - Employee Benefits. Enrollment is only permitted due to one of the following events:
    1. New Hires - must enroll within 30 days of your date of hire.
    2. Open Enrollment - must enroll during the designated annual Open Enrollment period.
    3. Qualifying Life Event - must enroll within 30 days of the qualifying event date.

Dependent Day Care Spending Accounts:

Allows participants to obtain reimbursement for work-related dependent care expenses. The annual contribution limit is $5,000.

  • How to enroll: Submit your enrollment form to Human Resources - Employee Benefits. Enrollment is only permitted due to one of the following events:
    1. New Hires - must enroll within 30 days of your date of hire.
    2. Open Enrollment - must enroll during the designated annual Open Enrollment period.
    3. Qualifying Life Event - must enroll within 30 days of the qualifying event date.

Key Dates:

  • 2017 Plan Year
  • Last day to incur expenses: March 15, 2018
  • Last day to submit claims/documentation: May 15, 2018
  • 2018 Plan Year
  • First day of Plan Year: January 1, 2018
  • Last day of Plan Year: December 31, 2018
  • Last day to incur expenses: March 15, 2019
  • Last day to submit claims/documentation: May 15, 2019

Important Note: If you do not incur expenses and/or file your claims by the deadlines above, you will forfeit any remaining contributions in the spending accounts.

Parking & Transit Spending Accounts:

Allows participants to use pre-tax dollars to pay for qualified expenses incurred on a monthly basis. There is no plan year restriction . The monthly parking contribution limit is $250; the monthly transit contribution limit is $130.

  • How to enroll: Register at www.naviabenefits.com with the 3-digit employer code: CYF. Enrollment and changes are permitted at any time. 
    • If you enroll online on or before the 15th of the month, your coverage will begin on the 1st of the month following your enrollment election.
    • If you enroll online after the 15th of the month, your coverage will begin on the 1st of the second month following your enrollment election.

Important Program Facts

Tax Savings:

Participants save money in taxes since contributions are deducted from your pay before Social Security, Medicare, and Federal and State Income taxes are calculated. Use a tax savings calculator (internet access required).

Election Changes:

The Health and Dependent Care FSA is not completely flexible. After you enroll, you cannot make changes during the plan year unless you experience a qualifying life event, such as a marriage or divorce. Please see the County of Fresno Cafeteria Plan Document below, or contact Employee Benefits at 600-1810 for questions. Changes may be made to Parking and Transit elections on a monthly basis (see “Parking and Transit Key Dates & Deadlines” above).
