The Department of Behavioral Health (DBH), Contracts Division – Substance Use Disorder (SUD) Services is charged with the planning, development, and administration of a countywide substance use disorder prevention and treatment system. The Contracts Division - SUD Services’ mission is to support appropriate education, prevention, and treatment services to reduce or eliminate alcohol and other drug (AOD) - related barriers to ongoing health, well-being, and economic independence of individuals and families.

Pathways to Recovery - (Urgent Care Wellness Center)
Please note: If you are interested in services, you may call or walk in for a screening at the Urgent Care Wellness Center located at 4441 E. Kings Canyon Rd. Fresno, CA. 93702. Drug Medi-Cal Organized Delivery System Waiver Information:
The Drug Medi-Cal Organized Delivery System (DMC ODS) Waiver is a pilot program being tested in California as a new service delivery model for Medicaid eligible individuals with a substance use disorder (SUD). The DMC-ODS will expand the range of services available to people with Medi-Cal, increase provider payment rates and expand access to care for low income populations. The DMC-ODS will also foster greater integration of SUD services with primary care and mental health services.
Counties that wish to participate in the pilot project are required to go through a stakeholder process and to complete an Implementation Plan for submittal to the California Department of Health Care Services (DHCS) and the federal Center for Medicare and Medicaid Services (CMS).
Over the past year, Fresno County Department of Behavioral Health (DBH) has held over 25 stakeholder meetings and focus groups in all geographic areas of Fresno County and in various community gathering places. As a result of that process, DBH has developed its DMC-ODS Implementation Plan that will effectively allow Fresno County to “opt in”.
