Income Limits

Income eligibility for programs is set by the U.S. Department of Housing and Urban Development each year, and is determined by household size and income for all household members.

 

Total income of all household members must not exceed 80% AMI.

Programs for Homeowners

Housing Assistance Rehabilitation Program (HARP)

Provides loans to eligible low- and moderate-income homeowners to rehabilitate their affordable homes in the unincorporated area and partner cities, to bring the homes up to current building code health and safety standards. Loans are currently zero interest with affordable monthly payments based upon the family's income. The balance of the loan is due upon change of title or non-occupancy by the borrower.

Utility Connection Program (UCP)

Provides loans to eligible low- and moderate-income homeowners and housing owners with low/mod income tenants to connect the home to an existing sewer or water system. Rents must meet affordability requirements. Permit fees are paid by the County with the loan providing for the connection construction cost. Loans are zero to 3% interest depending on income eligibility, with affordable monthly payments. The balance of the loan is due upon change of title or non-occupancy by the borrower.

UCP Application

Programs for Potential Homebuyers

Homebuyer Assistance Program (HAP)

Provides homebuyer down payment and mortgage assistance loans to enable eligible low- and moderate-income families to purchase their first home in the unincorporated area and partner cities. Homes to be purchased must meet current building code health and safety standards. Loans are zero interest with payments deferred for 30 years or until the primary mortgage is fully paid, whichever occurs first. The balance of the loan is due upon change of title or non-occupancy by the borrower. NOTE: This is a loan for a home that is already built, not for new construction of a home.

Programs for Landlords

Rental Rehabilitation Program (RRP)

Provides loans to eligible rental housing owners with low/mod income tenants, to rehabilitate affordable rental units in the unincorporated area and partner cities, to bring the rental units up to current building code health and safety standards. Loans are zero interest and amortized over 20-30 years (with a balloon payment at 20 years), based upon the income of the rental housing owner and the case flow of the rental project. The balance of the loan is due upon change of title.

Programs for Developers

Affordable Housing Development Program (AHDP)

Provides gap-financing loans to non-profit organizations and other eligible developers to construct new affordable housing, including both multi-family rental housing projects and single-family owner-occupied housing projects. May also be used to substantially rehabilitate existing affordable housing projects.
