Environmental Health staff conducts routine and complaint inspections of public swimming pools to ensure that they remain free of safety hazards and communicable diseases. Public pools include swimming pools, spa pools, and wading pools at schools, community pools, mobile home parks, commercial sites, health clubs, resorts, apartments, condominiums, theme parks, motels and hotels.

  Plan Check
 

Plans and specifications for new and remodeled pools must be submitted prior to construction to ensure that the pool facility complies with the minimum construction and safety requirements. Complete the following form, whichever is applicable:

 Pool Plan Remodel Form

PLEASE NOTE: ALL SECTIONS OF THE FORM(S) MUST BE COMPLETED. INCOMPLETE FORMS WILL NOT BE ACCEPTED.

Plans must be submitted to the Environmental Health Division and the Fresno County Department of Public Works and Planning, Building and Safety, for review and approval when constructing or remodeling public swimming pool facilities in the unincorporated areas of Fresno County. (see below) If the pool is located in an incorporated city, plans must be submitted to the building department of the incorporated city and Environmental Health for plan checking.  NEW CALIFORNIA STATE LAW: AB 1020 ADVISORY NOTICE  
Anti-Entrapment Devices and Systems for Public Pools & Spas CDPH Advisory Letter  
   

On October 11, 2009, California Assembly Bill (AB) 1020 was signed into law by Governor Schwarzenegger. This bill adds Sections 116064.1 and 116064.2 to the California Health and Safety Code. These sections incorporate provisions of the federal Virginia Graeme Baker (VGB) Pool and Spa Safety Act into California state law with the intent of preventing suction entrapments and drownings.
