OVERVIEWThe Special Accounting Unit's primary responsibilities are to calculate countywide tax rates, maintain records on long-term bond indebtedness and process bond principal and interest payments for various entities; validate special district checks and process various check types via the County's financial system.
Accomplishment of these primary responsibilities has been manually intensive. Few updates and minimal automation have occurred in this area over the years. An 04/05 goal was to implement PC based programs that significantly improve these tasks. Launched in April of 2005, a PC based “robot” has dramatically increase efficiencies processing special-handling checks for County Departments and Special Districts. The robot has also increased efficiencies in processing garnishments, benefiting Payroll, Personnel, and ultimately, all County employees.
The Special Accounting Unit is also charged with preparing the County-Wide Cost Allocation Plan. The "Cost Plan" is developed in accordance with Office of Management and Budget (OMB) A-87 Guidelines and serves to equitably distribute and recover indirect costs among the benefiting County Departments. SA is also responsible for reviewing/preparing cost studies and indirect cost rates, mandated claims, and prison claims.
Led by George Gomez, Accounting & Financial Manager, the Special Accounting Division recently implemented significant advancements in customer service. They have successfully leveraged this Internet website as a method of delivering documentation to customers (See "Resources," above). For the first time, both the Tax Rate Book and Schedule of Levies are available to end-users on-line, free of charge. Previously only available in hard-copy, book format, this cost-effective distribution method reduced printing, postage, and labor costs associated with handling these documents. The on-line versions are also easier for end-users, as they can quickly edit and search for information pertaining to their specific needs rather than flipping through multiple pages.
