Medi-Cal 1931 Program

This program is named after Section 1931 (b) of the Social Security Act that requires Medi-Cal to be provided to low income families that meet eligibility requirements for income, resources, and deprivation regardless of whether or not they are receiving CalWORKs cash assistance.

Who is Eligible for Medi-Cal 1931 Benefits?
  • CalWORKs families and children are automatically eligible to receive Medi-Cal under the 1931 program
  • Families not receiving CalWORKs may be eligible for the 1931 program if they meet the other eligibility criteria
  • Families ineligible for CalWORKs due to excess income may still qualify for the 1931 program. If your CalWORKs case was discontinued due to earnings or excess income, ask your Eligibility Worker about continued Medi-Cal benefits
  • Aliens who meet all other eligibility requirements, but who do not have legal immigration status, may qualify for restricted benefits for emergencies and pregnancy-related services
