Meaningful Use for EHs and EPs

In order for Eligible Hospitals (EHs) and Eligible Providers (EPs) to receive Meaningful Use financial incentives from the Centers for Medicare and Medicaid Services (CMS), Stage 1 Public Health Meaningful Use attestation requirements must be met.  The public health objectives for electronic data transmissions in Stage 1 of Meaningful Use include one or more of Syndromic Surveillance data, Immunization data, and Electronic Laboratory data for EHs and one or both of Syndromic Surveillance data and Immunization data for EPs. 

To meet Stage 1 Meaningful Use requirements for optimum incentives, EHs and EPs must complete one or more Public Health objectives.

The County of Fresno, Department of Public Health is offering guidance for the different types of Public Health objective data.

Syndromic Surveillance 
Fresno County Department of Public Health has the capacity to receive Syndromic Surveillance Electronic Data Submissions.  Fresno County has been collecting Syndromic Surveillance data for several years using Heath Monitoring Systems (HMS) EpiCenter service.  For those wanting to utilize this option in Fresno County, contact the Health Monitoring System's (HMS) EpiCenter service representative below:

The California Automated Immunization Registry (CAIR) is now able to receive immunization test messages and data that allow EPs and eligible hospitals EHs to demonstrate meaningful use of electronic health record (EHR) technology.  For those wanting to utilize this option in Fresno County, contact the regional CAIR Data Exchange representative below:

Lab Reporting  
California Reportable Disease Information Exchange Electronic Lab Reporting (CalREDIE ELR) allows EHs to comply with public health reporting requirements for reportable diseases through an automated, secure communication process, enabling eligible providers to meet the requirements of Meaningful Use.  For those wanting to utilize this option in Fresno County, complete the ELR Submitter Enrollment Form.  Once complete, contact CalREDIEHelp@cdph.ca.gov (866-866-1428) to start the enrollment process.
