There are thousands of children in the child welfare system who are in need of temporary out-of-home care because they have either suffered some form of abuse or neglect, or have been voluntarily placed by their birth parents or guardians due to a momentary inability to provide for the child's daily needs. The preferred placement of children who require out-of-home care is with relatives or mentors. If a relative or mentor home is not available, resource parents provide a supportive and stable environment for children who cannot live with their birth parents until family problems are resolved. In most cases, the resource parents work with the Department of Social Services' staff and community partners to reunite the child with his or her parents.
