Effective Tuesday, December 1, 2015 you can obtain these services at our new location:

  • 2220 Tulare Street, 1st floor (a short 2 minute walk from our existing office)

Obtaining a Passport at the Passport Acceptance Facility located at the Fresno County Clerk’s Office.

Traveling abroad and need a United States passport? You can submit your application in person at the County Clerk’s office located at 2220 Tulare Street - 1st Floor Lobby
Fresno, CA 93721.

Passport applications are only accepted between 8:30 am and 3:00 pm, Monday through Friday.

Please note that adult passport renewals do not require a visit to a Passport Acceptance Facility. Renewals can be mailed to the National Passport Processing Center by submitting Form DS-82.

Important Note: DO NOT submit any passport application information to our office via U.S. Mail or email. You must bring your application to the Passport Acceptance Facility in person for processing.

Applying for a passport:

To apply for a United States Passport, you will need to follow these steps:

  1. Complete Form DS-11: Application For A U.S. Passport.
  2. Submit completed Form DS-11 in person at 2220 Tulare Street - 1st Floor Lobby, Fresno, CA 93721.
  3. Provide evidence of U.S. Citizenship – This includes certified birth certificate or naturalization certificate. You must submit original and one photocopy front & back.
  4. Present identification – photo ID (driver’s license or military ID).
  5. Submit a photocopy of the identification document(s) front and back on same page (copies can be made by us for a fee).
  6. Pay the applicable fee (see fee chart below).
  7. Provide one passport photo taken at an establishment that provides specific passport photo services. Please Read(New Photo Requirements for glasses effective November 1, 2016)

Fees:

U.S. Passport Book (valid for travel by air and motor vehicle)

Adults age 16 & over - normal processing 4-6 weeks

  • $110 per applicant (check or money order ONLY – made payable to Department of State)
  • $25 per applicant (execution fee, check, cash, credit, debit – made payable to Fresno County Clerk)

Minors under age 16 – normal processing 4-6 weeks (both parents and minors must appear together at the acceptance facility)

  • $80 per applicant (check or money order ONLY – made payable to Department of State)
  • $25 per applicant (execution fee, check, cash, credit, debit – made payable to Fresno County Clerk)

U.S. Passport Card (valid for travel by motor vehicle only

Adults age 16 & over

  • $30 per applicant (check or money order ONLY – made payable to Department of State)
  • $25 per applicant (execution fee – check, cash, credit, debit – made payable to Fresno County Clerk)

Minor under age 16 - both parents and minors must appear together at the acceptance facility)

  • $15 per applicant (check or money order ONLY – made payable to Department of State)
  • $25 per applicant (execution fee – check, cash, credit, debit – made payable to Fresno County Clerk)

Expedited Optional Services:

Expedited Service - U.S. Passport Book (valid for travel by air and motor vehicle)

Adults age 16 & over – expedited processing 2-3 weeks

  • $110 per applicant plus $75.45 expedite fee (total $185.45) - (check or money order ONLY – made payable to Department of State)
  • $25 per applicant (execution fee, check, cash, credit, debit – made payable to Fresno County Clerk)

Minors under age 16 – expedited processing 2-3 weeks - both parents and minors must appear together at the acceptance facility)

  • $80 per applicant plus $75.45 (total $155.45) - (check or money order ONLY – made payable to Department of State)
  • $25 per applicant (execution fee, check, cash, credit, debit – made payable to Fresno County Clerk)

(Optional) Overnight priority express stamp - $23.75 for expedited applications only (provided by customer and purchased at U.S. Post Office) – guarantees delivery of expedited application within 1-2 days. (see note)

Note: If express stamp is not purchased, application may take 1-2 weeks for flat rate delivery to passport expedite center by U.S. Post Office.

Optional Service Fees:

  • Photocopies - $0.50 per page
  • Overnight delivery return fee (passport book only) - $15.45

Forms:

DS-11
  • Applying for a U.S. passport book or card for the first time.
  • Current U.S. Passport is valid but has been lost, stolen or damaged
  • Previous U.S. Passport was issued more than 15 years ago.
DS-64
  • Used to report the loss or theft of a valid U.S. passport book or card
  • Submitted with Form DS-11 and supporting documents to replace a previously lost or stolen passport
  • Used alone to report the loss or theft of a passport even if you do not want a replacement passport
DS-3053
  • Minors under age 16
  • Completed by the non-appearing parent
  • Must be notarized within the last 90 days, and must be accompanied by a copy of the non-appearing parent’s photo ID
  • Submitted with Form DS-11
DS-82
  • To renew an existing, 10-year passport
  • To replace a limited-validity passport that is more than 1 year old
  • Only use if current passport was issued less than 15 years ago
  • Only use if name on the application and the previous passport are the exact same (unless you are submitting a legal name change document or marriage certificate)
  • Only if passport is undamaged and can be submitted by mail with Form DS-82
  • Passport renewals do not require a visit to a Passport Acceptance Facility. Renewals can be mailed to the National Passport Processing Center, Post Office Box 90155, Philadelphia, PA 19190-0155
  • In order to protect the contents of your mailing from the elements throughout the delivery process, it is strongly recommended that you mail your passport application and personal documents in an envelope large enough to fit the application without folding. Standard letter-size #10 envelopes not acceptable.
DS-5504
  • To request a name change
  • To correct data errors (typos)
  • To replace limited-validity passports (if eligible)
  • You may submit Form DS-5504 by mail.

Helpful TIPS:

  • Please be prepared with all necessary requirements for the passport application.
  • Original and one photocopy (front & back) of vital statistic documents or certified copies are required. “Keepsake” or “ceremonial” copies are not considered original documents. Vital statistic documents are returned to the applicant when the passport is issued.
  • Minors (age 16 & under) must be accompanied by both parents and both parents must have proper identification.
  • Photos taken by other than an official passport photo provider are not acceptable. No self-portraits or home photos are accepted. Photos must be within the past six months. No glasses may be worn in the photo.
