DEFERRED COMPENSATION MANAGEMENT COUNCIL MEETINGS

The County of Fresno 457 Deferred Compensation Plan (DCP) is an employee benefit available to Fresno County employees.  The County of Fresno has contracted with Nationwide Retirement Solutions (Nationwide), effective January 26, 2015, to provide administrative services for the 457 Deferred Compensation Plan.  The purpose of the DCP is to provide employees a convenient way to save for retirement and a means to supplement employee's pension and social security.

It’s convenient and it’s easy. Contributions into the DCP account are made through payroll deductions.  Employees decide how much to have withheld and invested from each pay check, and it may be as little as $10 or 1% of their pay.  Participants do not pay federal or state income tax on the amount deferred into their account or on any investment earnings, until the money is paid out to the employee.  Employees may start, stop, increase or decrease deductions at any time. 

Please note that employees may only make withdrawals from their DCP account after they have separated from County service.  However, employees may withdraw funds in-service in one of the following ways:

  • Hardship Withdrawal - employee must have experienced a catastrophic, unforeseen emergency (e.g. medical bills, imminent home foreclosure/eviction from primary residence or funeral expenses).
  • Loan - employee may borrow funds from their account at a reasonable rate of interest (currently Prime + 2%).  Loans are repaid through biweekly payroll deductions.

The maximum annual limitations for 2016 are as follows:

  • 457 plan (under 50) - $18,000*
  • Age 50+ Catch-Up - $24,000*  
  • Standard Catch-up - $36,000*   

* indexed annually

Employees are able to use the Age 50+ Catch-up provision beginning with the calendar year in which they turn 50.  Employees are able to utilize the Standard Catch-up provision in the three (3) years prior to their Normal Retirement Age (NRA).  The NRA depends on your Retirement Tier and is not the same as your actual retirement age.  Therefore, retiring employees may be able to utilize the Standard Catch-up limitation in the year they actually retire (instead of the 50+ limitation) – please contact Employee Benefits at 600-1810 for details.
